"The dialogue with Russia should be built on a mutually beneficial basis, taking into account NATO's concern about Moscow's actions ... and taking into account the opinion of the European partners of the NATO alliance," the source said.
In mid-December, Moscow conveyed to Washington and its allies proposals on mutual security guarantees in Europe, the non-deployment of medium- and shorter-range missiles in each other's reach and the refusal to further advance the alliance to the east. As Vladimir Putin has repeatedly stressed, the expansion of the bloc and the deployment of offensive weapons in Ukraine are red lines for Moscow.
