Licenses and permits for civilian and service weapons will be issued electronically. New amendments to the Law "On Weapons" come into force on January 1, 2022. Which, however, does not cancel the paper version. And to account for and control the turnover of these weapons, Rosgvardiya forms and maintains registers of all weapons licenses and permits in electronic form.
The procedure for the formation and maintenance of registers of licenses and permits, the provision of extracts from them is established by the government. All information about the holders of permits will be taken into account - legal entities, organizations, private entrepreneurs, collectors, lovers of just shooting.
Of course, the terms of issue and termination of the document, the reasons for its cancellation, if this happens, will be fixed. The interlocutors of "RG" in the special services and law enforcement agencies said that a special IT platform was created to form such a register. It includes an internal portal for Rosgvardiya employees and an external one for buyers, sellers and manufacturers of weapons.
A unified database of registered weapons is being created, which stores, factories, shooting clubs and private security companies get access to. From the moment of release at the factory, each weapon unit and its turnover are recorded in the system. Rosgvardiya employees will be able to read the data of the owner of the weapon and transmit information via a secure channel to the central database. By the way, information about the purchased cartridges is also recorded. Buyers through the platform will be able to obtain permission to purchase and store weapons, for this, an application will need to be sent through the new portal.
The issue of weapons will take place using paperless technologies.
