On December 17, 2021, the Ministry of Foreign Affairs of the Russian Federation published the draft "Treaty between the Russian Federation and the United States of America on Security Guarantees" ( text ) and "Agreement on Security Measures of the Russian Federation and the member States of the North Atlantic Treaty Organization" ( text ). It is reported that these documents were handed over on December 15 to US Deputy Secretary of State Karen Donfrid, who was in Moscow on a visit. The published drafts represent the official formalization of Russia's requirements to the United States and NATO on security guarantees, and primarily include obligations to prevent Ukraine from joining NATO.
