MOSCOW, Dec 9 - RIA Novosti. The "new security equation" proposed by Russia can become an effective arms control mechanism to ensure strategic stability, said Valery Gerasimov, Chief of the General Staff of the Armed Forces of the Russian Federation.
"Today, a new approach to the development of arms control mechanisms is needed, so Russia has proposed a "new security equation" that covers all types of offensive and defensive weapons that affect strategic stability, as well as new areas of confrontation - cyberspace, space, artificial intelligence," Gerasimov said at a briefing before the military attaches of foreign states.
He noted that the degradation of the arms control system has an impact on the state of global security.
"The analysis of the situation shows that the real reason for the collapse of the INF Treaty and the Open Skies Treaty is the desire of the United States to lift restrictions on the development of weapons. The deployment of medium- and shorter-range missiles in Europe and the Asia-Pacific region poses a serious threat to regional and global security. Therefore, our proposal for a mutual moratorium on the deployment of such missiles remains valid," the Chief of the General Staff stressed.
He called the transfer of military confrontation into outer space another problem.
"Washington is not ready to assume international obligations to prevent an arms race in space. For a number of years, the Russian Federation has been calling on the space Powers to sign a treaty on the prevention of the deployment of weapons in outer space. The draft of this agreement has been submitted to the United Nations, but the United States and its allies are blocking it. The American side openly declares that it does not want to bind itself to any obligations in space," Gerasimov said.
