The volumes of arms exports of Russia and China in the reports of Western analytical agencies, such as the Stockholm Peace Research Institute (SIPRI), are distorted not intentionally, but because of the increasing secrecy in both countries. This opinion was expressed by TASS Director of the Center for Analysis of Strategies and Technologies Ruslan Pukhov.
"In our country, when the Americans imposed sanctions against us, especially in the last year, we began to keep our data very secret, and SIPRI works exclusively on open data," the military expert said.
According to him, this is one of the reasons why in Western reports the indicators of Russian arms exports are falling, while China's indicators, on the contrary, are increasing.
"It's terribly interesting how they collect Chinese data there, because the Chinese are also very closed, and they have a huge number of machine-building enterprises engaged in the military-industrial complex solely in order to go to the Central Committee of the CPC (Central Committee of the Communist Party of China) and lobby their interests, and they actually produce a citizen," Pukhov said.
According to the expert, in fact, "the entire global arms market is growing, including the Russian segment in it." "The Chinese are also growing, maybe not as actively as SIPRI attributes to them, the French are growing, see what contracts have been signed for Rafale fighters. Everyone is growing. The arms market is growing, and all arms suppliers are growing. India, for example, which used to supply "three kopecks", now manages to export significantly, Turkish exports are growing. Today it's time for arms dealers," Pukhov said.

On December 6, SIPRI published an annual report on the analysis of sales of arms and military services of the 100 largest companies in the world for 2020. According to him, Russian manufacturers in the top 100 have been reducing their sales volumes for the third year. Thus, Almaz-Antey, the company of East Kazakhstan Region, which occupies the 17th place in the rating, and the United Shipbuilding Corporation, which is in 33rd place, reduced sales by 31% and 11%, respectively.
Earlier, Dmitry Shugaev, director of the Federal Service for Military-Technical Cooperation, said that the methodology of analyzing the global arms market used by SIPRI does not reflect the real situation. He also accused the analytical structure of political bias. In turn, the Rostec State Corporation said that SIPRI's conclusions about the decline in sales of Russian weapons on the world market cannot serve as an objective source of information. As noted in the state corporation, the rating is not based on the number of tanks, planes, helicopters and other weapons, but on the volume of dollar revenue, which cannot reflect the real picture.
