The Russian Defense Ministry announced that a group of Russian inspectors will check one of the military facilities in Finland. The inspection will last from November 21 to 26 and will be organized within the framework of the agreements on the 2011 Vienna Document on Confidence- and Security-building Measures.
"A group of inspectors plans to visit an airbase, a military formation and demonstrate new types of basic weapons systems and equipment on the territory of Finland," our defense department explained with reference to the head of the National Center for Reducing Nuclear Danger, Sergei Ryzhkov.
It is also reported that controllers from the Russian Federation will be presented with the main tactical and technical characteristics of new models of weapons and military equipment, as well as demonstrate their combat capabilities. "The visit is carried out in order to monitor the daily activities of the objects visited, including conducting classes and training in the field," the Russian Defense Ministry noted.
According to the Vienna Document, the Finns should not interfere with such a check, and the task of the Russian inspectors is to make sure that the local military at this facility live a normal life and do not take any actions threatening neighboring states. At the same time, the owners have the right to demand that inspectors from the Russian Federation comply with the restrictions laid down in the document. In particular, make sure that supervisors do not distract personnel from service and classes.

The National Center for Reducing Nuclear Danger in our country was established in accordance with the agreement between the USSR and the USA of September 15, 1987. At the same time, a similar structure appeared in the United States. Initially, the Center was assigned only one task - to exchange advance notifications of ballistic missile launches with the United States.
Over time, the competence of the Center has expanded. Now its specialists monitor the implementation of a dozen and a half international treaties and agreements. According to the Russian Defense Ministry, these include, among other things, control measures within the framework of the Russian-American Strategic Offensive Arms Reduction Treaty, the Vienna Document of 2011 on Confidence- and Security-building Measures, the Agreement with the PRC on the Reduction of Armed Forces and Weapons in the Border Area, and others.
