Moscow. October 11. INTERFAX - Information about emergency situations and environmentally hazardous processes will be prohibited from being classified as official secrets in the field of defense, follows from the draft decree of the Government of the Russian Federation.
The document establishing the rules for handling information constituting official secrets in the field of defense has been published on the portal of draft regulatory legal acts.
"They cannot be classified as official secrets in the field of defense: ...information about emergency situations, natural hazards and processes, environmental, hydrometeorological, hydrogeological, demographic, sanitary-epidemiological and other information necessary to ensure the safe existence of settlements, citizens and the population as a whole, as well as production facilities," the draft resolution says.
In addition, it is proposed to prohibit the information contained in archival documents from being classified as official secrets, as well as the procedure and decisions for considering applications and appeals from citizens. Among other items - "information on budget execution and use of other state resources".
As noted, the officials who made the relevant decision are responsible for compliance with these restrictions, as well as for the validity of the decision to classify information as official secrets.
Officials who have made a decision to classify official information as an official secret in the field of defense are personally responsible for the validity of the decision and for compliance with restrictions.
As Interfax reported, on June 11, Russian President Vladimir Putin signed a law introducing the concept of official secrets in the field of defense - it will include information about any activity in this area that is not classified as a state secret and is not publicly available.
