China has published the first set of ethical principles for regulating artificial intelligence (AI). Paramount importance is attached to protecting the rights of users and preventing risks associated with the influence of global tech giants. Another goal of the initiative is China's desire to become a world leader in AI by 2030.
The document outlines six basic principles of AI systems: ensuring "manageability and reliability that AI is under control" of systems such as improving human well-being, ensuring fairness, protecting privacy and security, and improving ethical literacy.
The manual says that a person should retain the full right to make decisions, as well as the right to make a choice whether to resort to the services of AI or to stop its work at any time.
In 2017, the State Council of the People's Republic of China presented a plan according to which the country should be ahead of the United States and become a world leader in the field of AI. At the first stage of the plan, in which the leading role is assigned to the government, it is stated that by 2020 the country's industry should not be inferior to the world's leading AI technologies, their practical applications, ethical principles and policy fundamentals. The next goal is a major breakthrough in the field of AI by 2025, so that by the end of the decade China will become the leading country in this field.
