MOSCOW, Oct 1 - RIA Novosti. The list of information created by the FSB that does not constitute a state secret, but is important for Russia's security, will bring legal certainty to this issue, which was lacking, lawyer Dmitry Agranovsky, interviewed as an expert, told RIA Novosti on Friday.
On the eve of the FSB of Russia approved a list of information in the field of military and military-technical activities of the Russian Federation, not related to state secrets, but which, if transferred to other states or foreigners, can be used against the security of Russia.
People who purposefully collect such data for a foreign customer may be recognized as foreign agents. The list consists of 60 items, including information on assessments and forecasts of the development of the military-political and strategic situation, information on the deployment of the Armed Forces of the Russian Federation, and so on.
According to him, a person "should always know what not to do, what his actions can be interpreted as a violation of the law."
"Thus, the list minimizes the moments when citizens are in legal darkness and cannot be sure of their actions," the lawyer noted.
According to Agranovsky, the list will certainly be clarified, because some of its formulations may lead to discrepancies.
"For example, the item "data on the moral and psychological climate in the Russian army" can really be interpreted in different ways, although the list is still aimed precisely at specifying responsibility. I think that this wording may need to be finalized, but in general, the list is certainly a step forward," the lawyer concluded.
