The Federation Council approved a law that allows you to block websites with information about persons under state protection, and the state protection itself will be provided without additional conditions to all employees of the Ministry of Internal Affairs, Rosgvardiya, the Ministry of Defense and the SVR.
As explained by the chairman of the Board of the Association of Lawyers of Russia Vladimir Gruzdev, according to the previous rules, state protection measures can be applied to them only in cases defined by law. For example, if the employee was directly involved in special operations.
"Meanwhile, state protection measures are applied to prosecutors, employees of the FSB, the Investigative Committee, the Bailiff Service and some other departments and control and supervisory bodies without any additional requirements," Vladimir Gruzdev said.
The law corrects this provision. The new rules also provide that the troops of the Russian Guard can be involved in personal protection, protection of the home and property of employees. First of all, we are talking about the OMON and SOBRA.
"Military personnel, as well as law enforcement and supervisory authorities, perform important state tasks, and public safety depends on the effectiveness of their work. At the same time, people in uniform put themselves at risk not only during combat operations or special tasks," Vladimir Gruzdev stressed.
According to experts, the Ministry of Defense will protect employees, both military and civil servants, if necessary, special units of the Main Directorate of the General Staff of the Armed Forces of the Russian Federation.
Vladimir Gruzdev said that threats often arise in civilian life, when terrorists seek to find and take revenge on officers and their families. It is also not uncommon for military personnel and law enforcement officers to be pressured to perform their daily duties.
"Therefore, it is extremely important that the state guarantees the personal safety of every person in uniform who performs his duty. The whole society is interested in this, since the personal safety of people in uniform is an important component of law and order, " he concluded.
Information about persons subject to state protection will also be blocked in the Network. According to TASS, now the ban can be imposed on " the dissemination of information containing information about protected persons (personal data)." The only exception will be information that is clarified in accordance with the established procedure in connection with criminal proceedings. Roskomnadzor will be able to block sites with such data. The basis for inclusion in the Unified Register of prohibited sites will be the availability of information containing information about persons under state protection, who are provided with confidentiality.
We also recall that recently a penalty was introduced for the dissemination of personal data of security forces.
