MOSCOW, June 3. /TASS/. The draft federal law on remote sensing of the Earth from space, which will eliminate legislative gaps and help the development of the private sector in this area, is undergoing public discussions. This is stated on the official portal of regulatory legal acts.
"The adoption of the draft law will eliminate gaps in the legislation in the field of space activities for remote sensing of the Earth from space, providing a unified approach to regulating public relations arising in the course of this activity," the document says.
According to the developers, the adoption of the bill will create conditions for the development of the commercial sector of remote sensing of the Earth from space and, as a result, will contribute to the development of the Russian data market.
"The objectives of the draft law are to develop a modern infrastructure for the use of data, products and services created on their basis, to promote the introduction of advanced digital technologies for remote sensing of the Earth from space, products and services created on their basis, in the activities of state authorities, legal entities and individuals in the interests of improving the quality of life of people, as well as to create conditions for the commercialization of data in the Russian Federation and the formation of the Russian data market," the explanatory note to the draft law says.
The initiator of the draft law is the Government of the Russian Federation. At the same time, Roscosmos, the Ministry of Defense, the Ministry of Economic Development, the Ministry of Emergency Situations, the Ministry of Natural Resources and Ecology and the Ministry of Agriculture are taking part in its development.
In Russia, there is currently no fundamental legislative act that regulates the activities of remote sensing of the Earth from space, and now this area is mainly regulated by a number of by-laws. The norms contained in them require generalization at the level of federal law.
