The Russian state corporation "Roscosmos" lost a large sum due to fraudulent actions. The funds were stolen more than five years ago, but a criminal case on the fact of theft on a particularly large scale was opened only now, a source told Izvestia on Thursday, June 3.
According to available data, on December 31, 2015, the state corporation Roscosmos signed a contract with the Federal State Unitary Enterprise "Center for the Operation of Ground-Based Space Infrastructure Facilities" ("TSENKI") to conduct flight tests with the Soyuz-TMA-M spacecraft. The contract was related to a set of works to ensure the delivery of American astronauts to the International Space Station (ISS). The contract price was 3,007,726,360 rubles. Later, part of the work of FSUE "TsENKI" was transferred to another company-CJSC "Center for Technical Re-Equipment of the Space Flight Control Service"("TSTP").
"According to the results of the audit, it was established that the creation of scientific and technical products stipulated in the contract was not carried out. At the same time, the payment for the work was made, "a source familiar with the investigation materials told Izvestia.
At the moment, the amount of damage is just over 8 million rubles, but it may still change. According to Izvestia, a criminal case has been opened on the fact of embezzlement of budget funds under the article "Fraud", and we are talking about the most "heavy" part of it, namely, theft on a particularly large scale by a criminal group by prior agreement.
So far, the materials include Vasily Ikomasov, who at that time held the position of General Director of JSC "TSPP", and his deputy. The list of suspects may be supplemented by other employees of CJSC "TSPP", as well as officials of FSUE "TsENKI" and RSC "Energia".
According to the latest data, the company "TSPP" is liquidated. There are 14 records of changes to its status in the public domain, the last one dated October 29, 2019.
On the eve of it became known that the SU IC for the Amur region opened two new criminal cases on the fact of fraud for hundreds of millions of rubles during the construction of the Vostochny cosmodrome. According to the newspaper "Kommersant", the first case is related to the state contract for the construction of a complex for the production and storage of rocket fuel components "Site No. 3.2". The management of "TsENKI" signed three agreements with the contractor (the company "Respect-SM"), the total cost of which amounted to more than 4 billion rubles. According to the investigation, the contractor was paid 700 million rubles, while the company fulfilled its obligations only for 100 million rubles.
The second criminal case is related to the company "Baval", which was supposed to perform work on the same object. According to the investigation, both companies provided the Federal Treasury department, where they had invoices, with forged certificates of acceptance of the work performed, including certificates of their cost, costs and an invoice, the journalists note.
