Moscow. June 1. INTERFAX-The State Duma at a meeting on Tuesday adopted in the second and third, final reading a law introducing the concept of official secrets in the field of defense.
The adopted amendments fix the concept of official secrets in the field of defense in the law "On Defense" (61-FZ), which will include information about any activity in this field that is not classified as a state secret and is not publicly available.
The initiative gives the right to refer information in the field of defense to such official secrets to the heads of all federal state bodies that provide for military service (the Ministry of Defense, Rosgvardiya, SVR, FSB, FSO, Military Prosecutor's Office, military investigative bodies of the TFR).
At the same time, unlike information classified as a state secret, lists of information classified as official secrets must be published in the public domain.
The explanatory note to the draft law (1144924-7) separately notes that for the disclosure of such information, citizens who have access to it due to their official position may incur administrative responsibility.
The corresponding article 13.14 of the Administrative Code of the Russian Federation currently provides for a fine of 500 to 1000 rubles for citizens and from 4 to 5 thousand rubles for officials. Also, military personnel can be punished in accordance with the Disciplinary Charter of the Armed Forces of the Russian Federation.
