In Russia, it is proposed to introduce administrative responsibility for the illegal trafficking of light pneumatics and the carrying of cold weapons for self-defense. This provision is contained in the draft law, which was developed by members of the State Duma Committee on Security and Anti-Corruption, an explanatory note is available to TASS.
The authors of the draft law note that at present, the Code of Administrative Offenses (CAO) of Russia does not provide for liability for illegal acquisition, sale, transfer, transportation, storage or carrying of gas, signal and pneumatic weapons with muzzle energy up to 7.5 Joules. Also, in their opinion, the law" On Weapons " prohibits the carrying of cold weapons by citizens in self-defense, "however, the responsibility for carrying is not established."
According to the authors of the initiative, the proposed draft law version of article 20.10 of the Administrative Code is aimed at eliminating legal gaps.
"Thus, this article will establish responsibility for the illegal trafficking of all types and types of weapons in the absence of signs of a criminal offense," the accompanying materials say.
Deputy Chairman of the Lower House Committee on Security and Anti-Corruption Anatoly Vyborny said in an interview with Izvestia on May 11 that the State Duma will soon announce new rules to tighten the circulation of weapons. Among the new rules, he said, may be increased control over the dissemination of information on the Internet about "Columbine", increasing the age of ownership of weapons, the emergence of the responsibility of doctors who issue certificates to their future owners.
On May 13, Izvestia reported that Russia is going to introduce digital accounting of weapons and ammunition. The main operator of the system will be Rosgvardiya, which will have the authority to conduct interviews with potential owners.
