Russian Prime Minister Mikhail Mishustin signed a decree on the establishment of the Federal state-owned Institution "The Main Information Technology Center of the National Guard of the Russian Federation". It is published on the official portal of legal information.
Its task is the creation, development and operation of information systems, software and information and communication infrastructure, ensuring information security in Rosgvardiya. The place of deployment is Moscow.
Rosgvardiya will be the founder of this structure. The Prime Minister has set a three-month deadline for the approval of the charter of the institution, state registration and the start of work.
However, the Main information technology Center in Rosgvardiya has already existed for almost 48 years.
In November 1973, in the internal troops of the Ministry of Internal Affairs of the USSR, an automation laboratory was created in the number of 7 people. Their task was to develop a technical specification for the design of the automated control system of the Ministry of Internal Affairs of the USSR. A year later, the laboratory was transformed into a department of 25 people, and a year later there were already two departments of 60 people. Since then, everything has been growing-new independent departments, departments, information and computing and other scientific centers have appeared.
This structure became the main information technology center of Rosgvardiya in January 2019.
What is the meaning of the order of the head of government? The Center is now becoming not just one of the glavkov Rosgvardiya, but a full-fledged, independent state institution, with broader tasks and other funding. In fact, a fundamentally new research institute or design bureau is being created. It is possible that industrial enterprises, including those with export opportunities, will be transferred to it.
The center has nine areas of activity, each of which can be dual-use-military and civilian. These are the operation and development of information and telecommunications infrastructure; organization of centralized data processing; development, implementation and maintenance of information systems; automation of the provision of public services; information security; provision of technical protection of information; organization of interdepartmental electronic interaction; import substitution of software; certification center of the National Guard troops.
