TSAMTO, April 23. On April 22, the Department of Public Procurement of the Ministry of Defense of the Russian Federation held an interdepartmental conference on the specifics of procurement, including within the framework of the state defense order, at the Patriot Convention and Exhibition Center (Kubinka).
Mikhail Osyko, a member of the board of the Military-Industrial Commission of the Russian Federation, was involved in the work of the conference as a moderator. Reports were made by representatives of the federal executive authorities: the Ministry of Defense, the Federal Antimonopoly Service, the Ministry of Industry and Trade, the Ministry of Finance, the Ministry of Emergency Situations, the Ministry of Internal Affairs, and the Ministry of Health. The conference was attended by about 280 people.
Within the framework of the event, such issues as: antimonopoly compliance in state bodies, the procedure for applying the catalog of goods, works, services, and the specifics of purchasing medical devices and equipment were considered. Much attention was paid to the issues of compliance with the national regime in the field of procurement, as well as licensing of weapons and military equipment. Practical aspects of the choice of prices for products supplied under the state defense order were discussed.
The need for further comprehensive optimization and improvement of the contract system in the field of procurement and the related updating of regulatory legal acts became one of the main topics of the event.
According to the moderator of the conference, Mikhail Osyko, all the speakers provided detailed information on the topics of their reports. In addition, the speakers noted that such annual events held by the Department of Public Procurement of the Ministry of Defense of the Russian Federation allow state customers to avoid a significant number of errors in public procurement in the future.
At the end of the main reports, during a free discussion, the audience raised a number of topical issues. As a result of the conference, a decision was made on the formation of proposals for amendments to the legislation on the contract system in terms of the national procurement regime, the formation of the contract price for products supplied under the nomenclature of the state defense order. These proposals are planned to form the basis of legislative initiatives of the Government of the Russian Federation that increase the efficiency of procurement, including in the framework of the state defense order, according to the Department of Information and Mass Communications of the Ministry of Defense of the Russian Federation.
