According to the results of inspections of state-owned companies, enterprises and Federal state unitary enterprises, the Accounting Chamber came to this indicator. This amount, however, is less than in previous years.
In 2020, the state corporation "Roscosmos" committed violations of more than 30 billion rubles, said the head of the Accounting Chamber Alexey Kudrin at a meeting with Vladimir Putin. "This is of different quality: somewhere-accounting, somewhere there is non-targeted, somewhere there is a violation of funding standards. In many programs of industry and others, including in state-owned corporations that perform the functions of the chief administrator of budget funds, " he said.
However, this amount is less than in 2019: thanks to the restrictions imposed due to Covid-19, as the financial control authority canceled some checks, and the rest were carried out mainly in a remote format. This year, the Audit Chamber wants to check the use of funds aimed, in particular, at the program for the maintenance and development of the Russian GLONASS satellite system.
Roscosmos hastened to assure that the detected violations "are not of a material nature": "During the audit by the Accounting Chamber, violations related exclusively to the procedure for processing documents and forming reporting materials were revealed. <...> In constructive cooperation with the Accounting Chamber, the state corporation has developed a plan to eliminate the comments, which for the most part have already been eliminated at the moment," [...] the press service of the state corporation said in a comment to RIA Novosti.
Earlier, the Accounting Chamber named the worst performers of budget expenditures at the end of last year: and Roscosmos entered the top three-along with the Ministry of Health and the Ministry of Construction. "The largest volume of unfulfilled budget allocations for 2020 (more than 30,000,0 million rubles) was formed by four main managers: the Ministry of Construction of Russia (75,009. 7 million rubles, or 19.6% of the consolidated list with changes), the state corporation Roscosmos (43,254. 5 million rubles, or 17.9%), the Ministry of Health of Russia (34,637.9 million rubles, or 4.6%) and the Ministry of Education of Russia (31,901. 1 million rubles, or 11.6%)," the joint Venture said. And for the first nine months of 2019, Dmitry Rogozin's office contributed 1.133 billion rubles to the budget — instead of the planned 5.285 billion.
In 2018, Roscosmos revealed the most extensive financial violations, including, as Kudrin stated, irrational spending. From 2004 to 2014, the Federal Space Agency-the predecessor of Roscosmos-violated the law 1.7 thousand times, and about 200 employees were brought to justice.
