The President of the Russian Federation approved the list of instructions following the meeting of the Presidential Council for the Development of Civil Society and Human Rights, held on December 10, 2020.
In particular, the presidential Administration, together with the government, was instructed to prepare and submit proposals to establish additional requirements for foreign technology companiesoperating in the Russian segment of the Internet, including in terms of opening representative offices of these companies on the territory of the Russian Federation.
The deadline is August 1, 2021.
The government of the Russian Federation jointly with the presidential Council for civil society development and human rights is mandated to develop a draft concept of protection of the rights and freedoms of man and citizen in the digital space of the Russian Federation and the draft plan of measures ("road map") for its implementation, including measures to improve the digital literacy of citizens and their training in information security and the "digital hygiene".

The Ministry of Education, together with the Ministry of Science and Higher Education, the Ministry of Digital Development, Communications and Mass Media, and the Presidential Council for the Development of Civil Society and Human Rights, should consider the proposals received during the meeting On December 10, 2020, the Council made proposals concerning the improvement of the distance educationsystem, including proposals for the creation of "parent universities".

The Supreme court of the Russian Federation recommended to perform jointly with the General Prosecutor's practice for the application of article 280 of the Criminal code of the Russian Federation ("Public calls for extremist activity") and to consider the possibility of introducing administrative prejudice (the court's adoption without checking the facts, previously installed in another trial, provided that the decision of the previous court entered into force – ed.) on the said article.

Recall that at the meeting of the Council on December 10 [...], the draft law on sanctions for foreign Internet platforms for censorship against Russian citizens and domestic media was discussed, among other things. The law was signed by the president in late December.
Recall that since February 1, the law came into force, according to which social networks themselves are obliged to identify and block illegal information. If illegal content is detected, according to the law, social networks must immediately restrict access to it. If they themselves cannot assess the illegality of the content, it should be sent to Roskomnadzor. The latter will decide to block it. Owners of blocked web pages can appeal the decision, first to the owner of the social network, and in case of disagreement with the decision of the company, to Roskomnadzor.
The law establishes the obligations of the owner of a social network, access to which during the day is more than 500 thousand users located on the territory of the Russian Federation. In particular, the owner of such a social network is obliged to create a representative office in Russia.
