TSAMTO, January 27. The extended start-up agreement will apply to Russian Avangard systems. This, as reported by "RIA Novosti", said the Deputy Foreign Minister of the Russian Federation Sergey Ryabkov.
"Our breakthrough in its capabilities, the Avangard hypersonic system, is already being put on combat duty on existing carriers. And as part of the implementation of the current agreement, this system was shown to the Americans. The corresponding set-off rule under the treaty will, of course, apply to a warhead of this new type, the Avangard, if it is ratified and a five-year extension (START-3) takes place," Ryabkov said, speaking at a plenary session of the State Duma of the Russian Federation.
S. Ryabkov noted that possible future agreements with the United States on arms control will be concluded only on a parity basis, unilateral concessions from Moscow are excluded.
"I would like to emphasize that any future agreements are possible only on a purely parity, equal basis. Any unilateral concessions from the Russian side are excluded, "RIA Novosti quotes S. Ryabkov.
As previously reported, on January 26, the presidents of Russia and USA Vladimir Putin and Joseph Biden held a phone conversation, which he instructed his staff to urgently work to do to extend the start-3 Treaty. On the same day, Vladimir Putin submitted to the State Duma a bill on the ratification of the agreement.
