The main provisions of the trilateral agreement on Nagorno-Karabakh have been fully implemented with the transfer of the Lachin region to Baku's control, Azerbaijani President Ilham Aliyev said. A peacekeeping contingent from Russia has been deployed in the region and the ceasefire is being observed.
President of Azerbaijan Ilham Aliyev announced the transfer of the Lachin region adjacent to Nagorno-Karabakh under the control of Baku.
"I am very happy to announce that the Lachin district has been liberated from occupation. I cordially congratulate the entire Azerbaijani people on this occasion. The liberation of the Lachin district from occupation is a historic event, " Aliyev said in his address to the nation. It was broadcast on December 1 by the state TV channel AzTV.
Lachin is the third and last district that came under Baku's control in accordance with the trilateral agreement of November 9. It has been under the control of the unrecognized Republic of Nagorno-Karabakh since may 17, 1992. At the same time, the so-called 5 km-wide Lachin corridor, which provides a link between Nagorno-Karabakh and Armenia, is preserved. However, it does not affect the city of Shushi. This corridor is controlled by the Russian peacekeeping contingent.
Earlier, on November 25, the Azerbaijani army entered the Kelbajar district in Nagorno-Karabakh, the press service of the country's defense Ministry reported. As noted in the Department, engineering works were carried out to advance the troops in this direction. Subsequently, mine clearance and preparation of difficult mountain roads began. The day before, the Armenian military completed the withdrawal of units from the area.
Five days earlier, on November 20, Azerbaijani army units entered the Agdam region.
According to Aliyev, Azerbaijan intends to create a number of reservoirs in order to develop agriculture in the areas that came under its control after the signing of the agreement on the cessation of hostilities in Nagorno-Karabakh.
"The relevant instructions have already been given, the construction of reservoirs is planned. This in itself is one of the factors that will have a very big impact on the development of agriculture and ensuring the ecological balance," the head of state stressed.
As the Azerbaijani President assured, Baku will demonstrate a tough position if someone tries to interfere with the agreements stipulated in the trilateral agreement on Nagorno-Karabakh. Aliyev stated that such attempts are being made and are aimed at violating the agreement reached. "Because some people are very annoyed by the fact that a new security format has already appeared here. The statement stipulates the creation of a joint Turkish-Russian center. At the same time, some people are annoyed by the implementation of the provisions of the statement. However, no one can interfere in our Affairs, in the agreement reached. It is being implemented and must be implemented, " the head of Azerbaijan stressed.
On November 9, Russian President Vladimir Putin, Azerbaijani President Ilham Aliyev and Armenian Prime Minister Nikol Pashinyan signed an agreement on the cessation of hostilities in Nagorno-Karabakh. According to this agreement, the Azerbaijani and Armenian military remain in occupied positions, a number of areas are transferred to Baku, and Russian peacekeepers are being deployed to the region to monitor the ceasefire for at least five years.
The Russian peacekeeping contingent has already been deployed in the region, and the ceasefire is fully observed. Mine clearance is being carried out in the territories transferred to Baku's control, and internally displaced persons and refugees are returning to their homes.
