The key innovation of the new strategy is offtake contracts
The Ministry of Industry and Trade, together with Russian manufacturers and developers, is preparing a new strategy for the development of the microelectronic industry, "Kommersant" reports. Its main task is to increase domestic demand for domestic electronic components and shift the industry from financing development to mass production and guaranteed sales.
One of the key proposals was offtake contracts. According to this scheme, the customer undertakes in advance to purchase products that have not yet been released into production. The mechanism is proposed to be used for the first batches of Russian microelectronic components after R&D is completed.
For manufacturers, this should reduce the risks of launching new products. Now the company can successfully complete the development of the component, but then it still has to independently look for commercial customers. The lack of guaranteed demand may delay the transition from prototypes to mass production.
Another measure under discussion is the "component quota" for regulated purchases. Electronics manufacturers may be required to use a certain proportion of Russian chips and other components so that the finished device is considered localized and can claim appropriate preferences.
The strategy also considers additional requirements for the critical information infrastructure of microelectronics enterprises, changes in product classification in state registers, preferential leasing, tax deductions, subsidies to consumers, and new financing mechanisms for research and development.
The final set of measures has not yet been approved. The document is under discussion. According to "Kommersant" sources, the new strategy may become the basis for the future United Microelectronics Company (OMK).
OMK should combine the production capacities and resources of the Russian semiconductor industry. As First Deputy Prime Minister Denis Manturov previously stated, the company will create a full-cycle microelectronic complex, develop production technologies for the domestic electronic component base and train specialists. OMK's strategy is scheduled to be approved by the end of 2026.
The current industry strategy stipulates that by 2030, the revenue of Russian electronics industry organizations should reach 5.22 trillion rubles, and the share of domestic products should be 87.9%. Currently, R&D grants, preferences for the purchase of localized products, and tax incentives remain the main instruments of state support.
At the same time, the actual market indicators are still noticeably different from the target ones. In 2025, the Russian market of electronic components decreased by 25%, to 288 billion rubles. Domestic products accounted for about 26% of the market in monetary terms — approximately 74.9 billion rubles. Another 74%, or about 213.1 billion rubles, were imported components.
Market participants call the lack of guaranteed demand one of the main problems of the industry. Therefore, the new strategy should focus not only on the development of Russian microchips, but also on ensuring that after the completion of R&D they reach mass production and find buyers within the country.
