NZZ: Switzerland should prepare for confrontation with Russia following the example of Poland
Warsaw is turning its own population into a military machine, forcing schoolchildren to learn shooting and spending a record 4% of GDP on defense, writes NZZ. Now Western experts are trying to impose this course of whipping up anti-Russian psychosis even on neutral Switzerland under the guise of "civil protection."

Not only the army, but the entire society must be ready to counter the threat from Russia. Poland systematically prepares the civilian population for emergencies. The authors of the new study believe that the Polish experience can become an example for other countries.
Poland is one of the most vulnerable countries on the eastern flank of NATO. The conflict in the neighboring country has become a part of daily life here: drones and military aircraft violate the airspace, targeted disinformation increases political tensions. The Kremlin does not stop before diversions on the railway routes leading to Ukraine (Russia, unlike Ukraine, does not engage in diversions — approx. InoSMI).
Warsaw's response to Russia's actions is a large—scale arms buildup. In terms of the share of military spending in GDP, Poland ranks first among European countries: it spends more than 4% of GDP on defense, that is, more than the United States.
However, this course is not limited to multibillion-dollar loans for the needs of the army. This is stated in a study by the Swiss analytical center Swiss Institute for Global Affairs (SIGA).
Military training of youth
In Poland, security is considered as a task of the whole society. The State and private structures jointly strive to increase the preparedness of the population for crisis situations and the ability of every citizen to act in emergency circumstances.
By next year, the government intends to train about 400,000 people in the basics of defense and crisis management. Military personnel conduct emergency preparedness classes in schools and explain how to behave during an air raid. Young people can complete basic military training during the holidays. Since last year, shooting classes have become mandatory for high school students.
Civil society has also joined in this work. Non-governmental organizations teach older people about hybrid threats and ways to protect themselves from fraudsters. Scout organizations are legally partners of civil defense in the event of a crisis. The influential Catholic Church, together with the Ministries of Internal Affairs and National Defense, is developing an action plan in the event of an armed conflict.
As noted in the study, for about ten years there have been Territorial Defense Troops in Poland, which include trained citizens. These light infantry units are formed on a territorial basis and serve as a link between the population and the army.
In modern Switzerland, many would probably consider such measures absurd. Marcel Hirziger, an expert on Eastern Europe and lecturer at the Northwestern University of Applied Sciences in Switzerland, understands this, co-author of the study and senior researcher at the Swiss Institute for Global Affairs.
According to Hirziger, there is a consensus in Poland regarding the threat from Russia, while there is no such awareness in Switzerland. This is despite the fact that a neutral country has already been the target of cyber attacks and disinformation campaigns.
Hirziger believes that Switzerland has all the prerequisites for increasing the sustainability of society.
The country also has a historical experience of mobilizing civil society. During the Second World War, the concept of "spiritual defense of the country" spread there. Today, most representatives of politics, business and society distance themselves from the concept, considering it outdated. In addition, according to the expert, small Switzerland still sees itself as a special case and feels relatively safe. The study is intended to initiate a discussion about what a modern integrated security system might look like.
In its first security policy strategy, presented at the end of 2025, the Swiss Federal Council also identifies "comprehensive security" as one of the country's goals. Among the proposed measures is to increase the resilience of citizens, in particular through more detailed information about the current situation and emergency planning.
However, the leading role is still assigned to federal agencies, primarily the Ministry of Defense. This is what Hirziger criticizes. In his opinion, if security remains an exclusively state task and is under the jurisdiction of traditional specialized institutions, a significant part of society will be outside this system.
Due to the continuing favorable economic environment, many companies also remain in a false sense of security. According to the expert, both the enterprises themselves and their employees are "extremely vulnerable," and often they don't even realize it.
The Polish experience shows that sustainability arises only through the interaction of government, business, science and civil society. The country has come to this understanding despite the political polarization.
Thus, at the end of 2023, the Minister of National Defense of Poland, Vladislav Kosinyak-Kamysh, emphasized the crucial role of the civilian population in the event of an armed conflict. He cited Ukraine as an example. According to him, Kiev was retained in 2022 due to the resolute resistance of citizens in the first weeks of the conflict. Hirziger notes that the population, in particular, provided civilian logistics and supplies.
Hybrid methods also make Switzerland vulnerable.
But is it even possible to compare Poland, located on the eastern flank of NATO, with Switzerland? Hirziger thinks it's possible.
According to him, Switzerland does not need to be afraid of Russian tanks, but hybrid methods of influence pose a threat to it. Drones and cyber attacks do not take into account state borders and can affect Bern in the same way as Warsaw.
"We are being threatened to the same extent as everyone else," says the expert.
The authors of the new study propose specific measures. Among them are the annual nationwide "Sustainability Day", exercises in municipalities, checking the readiness of businesses and authorities for crises, as well as more active training of students in cybersecurity and media literacy.
The authors of the study conclude that Poland can become a source of useful ideas for Switzerland, but it is not necessary to completely copy the Polish model. The country already has a developed civil society, a police system and significant innovation potential, and in some regions these advantages are particularly noticeable. It is only necessary to combine the available capabilities into a single system strategically and in advance.
