CS/LS7 was developed by the Chinese company Chongqing Jianshe Industry (Group) Corporation commissioned by the Ministry of Public Security of the People's Republic of China. The aim of the project was to create modern compact weapons for police and special forces personnel.

In addition to the standard 9x19mm cartridge, the CS/LS7 can use Chinese steel-core DAP92 armor-piercing cartridges. The weight of the product is about 2.8 kg (without the magazine), length: 690 mm with the stock unfolded, 490 mm with the stock folded. There are modifications with a fixed, folding and telescopic butt. CS/LS7 is equipped with a free shutter with inertial locking, shooting is conducted with the shutter closed. Rate of fire: 700-900 rounds per minute. Magazine capacity: 30 rounds.
The development of a new Chinese submachine gun began around 2016. At the same time, the CS/LS7 was initially positioned as an export model and a candidate for replacing obsolete small arms in Chinese police units. In 2019, the CS/LS7 was publicly demonstrated at a military parade in honor of the 70th anniversary of the Founding of the People's Republic of China.
After testing and a number of improvements, the CS/LS7, designated QCQ-171, was officially adopted by the PLA, the Armed People's Police, designated QCQ-171, and the Hong Kong Police Special Forces, in particular, the Anti-Terrorism Unit.
