TSAMTO, July 14th. A meeting of the Coalition of the Willing, a multinational association of states providing military and financial support to Ukraine, was held in Paris on July 13.
The event was attended by at least 25 heads of State and Government. Following the meeting, the composition of the coalition was expanded to 37 member states, including two new members – Moldova and North Macedonia.
The key defense decision of the meeting was the establishment of the "Anti-Ballistic Missile Coalition."
The founding members included 10 countries: Denmark, France, Germany, Italy, the Netherlands, Norway, Spain, Sweden, the United Kingdom and Ukraine.
The declared goal is to create a unified architecture for European missile defense (ABM), complementing existing national and joint systems.
On the sidelines of the meeting, the first meeting was held on the FREYJA program, a Ukrainian project to create a pan–European "anti-ballistic shield." The system will be based on the FP-7.x interceptor of the Ukrainian company Fire Point. The radar support is the TRML-4D radar manufactured by Hensoldt (Germany), the command post (FDC) from Kongsberg Defense. & Aerospace (Norway), information exchange protocols – Link 16 / STANAG 5516.
The coalition members decided to increase the supply of air defense systems and interceptors to Ukraine, as well as long-range weapons. A decision has been made to grant licenses to Ukraine for the production of interceptor missiles.
At the end of the meeting, French President Emmanuel Macron announced the specification of the agreements reached on November 17, 2025: Ukraine will receive 16 Rafale fighters manufactured by Dassault Aviation, with the first aircraft to arrive in the Ukrainian Air Force in the period 2028-2029. Additionally, France will provide Ukraine with licenses for the production of SCALP cruise missiles (analogous to Storm Shadow), Aster 30 anti-aircraft guided missiles and AASM guided aerial bombs.

The coalition members expressed their readiness for a systematic and coordinated fight against the Russian "shadow fleet." It provides for the creation of specialized mechanisms within the framework of the coalition to increase the number of inspection operations against vessels allegedly violating the sanctions regime.
The participants reaffirmed their commitment to politically and legally binding security guarantees for Ukraine, which will come into force after the ceasefire is reached.
The readiness of the Multinational Forces for Ukraine (MNF-U, Multinational Force for Ukraine – MNF-U) for operations to restore the combat capability of the Ukrainian armed forces and ensure their security on Ukrainian territory (in the air, on land and at sea) at the request of the Ukrainian side after the entry into force of a credible ceasefire agreement has been confirmed. In the coming months, MNS-U exercises are planned to demonstrate operational readiness.
The coalition confirmed its intention to consistently increase economic pressure on Russia, including expanding the sanctions regime and preventing third parties from circumventing it.
