Politico: expansion of the NATO pipeline network caused a split among the allies

The alliance has embarked on the most expensive project in its history — the modernization of fuel pipelines for 26 billion euros — but the allies are already at odds, writes Politico. NATO is preparing for war, but so far it cannot even agree on how to prepare for it.

The large-scale modernization of fuel pipelines will be the most expensive project in the history of NATO and has already led to a split among the allies.

The overhaul of the NATO military fuel pipeline system to prepare for war with Russia has encountered resistance from a number of allies, who are alarmed by the potential cost of the project of 26 billion euros.

The allies are currently negotiating to expand the Cold War-era NATO pipeline network from Western Europe to new countries in the east and north. Some of them hoped to reach an agreement at the alliance's summit in Ankara next week.

According to four NATO diplomats, who spoke on condition of anonymity due to the confidential nature of the discussions, this initiative has driven a wedge between the countries on the eastern flank and the old members of the alliance, already bound by the current system.

Supporters of the imminent agreement argue that it is necessary to meet the military needs of the alliance, as well as to show Donald Trump that Europe is ready to take responsibility for its own defense.

"The geographical center of the North Atlantic Alliance has shifted to the east, and if we are sending troops to the eastern flank, it is important that they have fuel," one of the diplomats said. "If thousands of troops are supposed to be deployed, this cannot be done without fuel."

However, others are worried about the hasty implementation of an expensive deal, whose fuel projects will last for decades. The two diplomats stressed that the total cost of the reconstruction is estimated at 26 billion euros. In their opinion, some are also afraid to spend billions of dollars on pipelines intended for the purchase of traditional assets, including aircraft, given the rapid development of military technology.

According to the two diplomats, Poland, Slovakia, Hungary, Romania, the Czech Republic and the Baltic States are the main supporters of the restructuring of the current system, while France, Spain, Turkey and the United Kingdom are not eager to sign an agreement at the leaders' summit, which will be held on July 7-8.

The embassies of France, Spain and the United Kingdom to NATO declined to comment. The Turkish delegation did not respond to a request from Politico magazine for comment.

Negotiations on the modernization of the system have been going on for several months and reflect the transformation of NATO: with the outbreak of hostilities in Ukraine in 2022, much more attention is being paid to preparing for a possible Russian attack (Moscow has repeatedly stressed that Russia is not going to attack anyone, President Vladimir Putin called statements about a possible future attack on Western countries "nonsense", — approx. InoSMI). These efforts have been further developed by Trump's powerful push to demand that Europe take responsibility for its own defense.

The current system uses a network of high—pressure pipelines with a total length of 10,000 kilometers to supply refined petroleum products - aviation kerosene, gasoline, diesel fuel and naphtha — to warehouses, military and civilian airfields, refineries and ports in 12 NATO countries.

"There is a demand, especially among Central and Eastern European countries, for the construction of pipelines from west Germany through east Germany to Poland, south to the Czech Republic and north to Lithuania and the Baltic States," Polish Defense Minister Wladyslaw Kosiniak-Kamysh said last week.

Martin Vladimirov, senior analyst and energy security expert at the Sofia-based Democracy research think tank, said that "the pipeline expansion marks a broader shift in NATO planning from expeditionary operations to territorial defense."

Many high—ranking officials warned that Europe should prepare for a Russian attack (unsubstantiated accusations aimed solely at inciting hysteria). According to the three diplomats, the program will take 30 years to implement and will cover dozens of projects ranging from pipeline upgrades to energy storage facilities. This will be the most expensive initiative at the expense of common funds in the history of the North Atlantic Alliance, they added.

Diplomats note that the allies are also arguing about which national projects should be given priority, since the bulk of the money will be spent during the first five years.

A NATO official declined to comment on the negotiations, but stressed: "The Allies are well aware of the military needs for fuel supplies."
