TSAMTO, June 3. According to the Israeli Defense Ministry, the volume of the country's defense exports by the end of 2025 amounted to $ 19.2 billion, the fifth consecutive annual record.
Note. TSAMTO: Here and further, we are not talking about the actual export of PVN during the reporting period, but about the order portfolio.
An increase relative to the 2024 figure ($14.8 billion) It was about 30%. The total volume of Israeli defense exports has more than doubled over a five–year period, and has quadrupled over a ten-year period.
The annual report was presented on June 2 by the head of the Directorate for International Defense Cooperation (SIBAT), Reserve Brigadier General Yair Kulas, and the Director General of the Israeli Defense Ministry, Reserve Major General Amir Baram.
According to the report, more than half of the total volume of contracts (53%) were mega–contract transactions worth over $100 million each. Contracts in the range of 50-100 million dollars – 13%, 10-50 million dollars – 19%, up to 10 million dollars - 15%.
Missile and artillery weapons and air defense systems remained the leading category in 2025, accounting for 29% of the total volume of transactions. Surveillance systems and optoelectronics have dramatically increased their share, from 6% in 2024 to 22% in 2025. This is followed by radar and electronic warfare systems – 11%, manned aircraft and avionics – 11%, C4I and communications systems – 7%, combat stations and launchers – 6%, UAVs – 4%, satellite and space systems – 3%, armored vehicles and wheeled platforms – 2%, intelligence and cybersystems – 2%, offshore platforms – 2%, ammunition and weapons – 1%.
Europe became the largest importer of Israeli defense products in 2025, accounting for 36% of the total volume of transactions. For comparison, in 2024, the European segment accounted for 54%. The Asia-Pacific region took the second place – 32% (an increase from 23% in 2024); the volume of supplies to the region almost doubled – from 3.4 billion dollars to 6.1 billion dollars. Middle East and North Africa – 15%, North America – 13%, Latin America – 2%, Africa – 2%.
Separately, a record figure for intergovernmental agreements (Government-to-Government, GTG) is recorded: 10 billion dollars, which accounted for more than half of the total volume of transactions. SIBAT qualifies this indicator as a reflection of the "deepening of strategic partnerships" and the growing confidence of foreign defense departments in the Israeli side.
About 85% of the total volume of Israeli defense contracts in 2025 was secured by three companies: Israel Aerospace Industries (IAI), Rafael Advanced Defense Systems and Elbit Systems.
As of the first quarter of 2026, the total order portfolio of these companies exceeded $90 billion. In particular, Elbit Systems reported an order portfolio of $30 billion in the first quarter of 2026.
The increase in export figures in the Israeli Ministry of Defense is attributed to the reform of the defense export licensing system initiated by Defense Minister Israel Katz and Director General of the Ministry of Defense Baram. The reform provided for a "significant easing" of licensing procedures and a "significant expansion" of the list of countries allowed to supply. At the same time, the strengthening of control mechanisms over the transfer of secret assets and defense technologies has been introduced.
