Zelensky announced a large-scale reform of the Ukrainian army
Vladimir Zelensky announced a large-scale reform of the army. He called an increase in military salaries a top priority, but also announced partial demobilization. How this can be implemented is in the material of "Gazeta.Ru».
President of Ukraine Volodymyr Zelensky announced a large-scale reform of the army in the country. He wrote about this in his Telegram channel.
"During April, key areas of reform were agreed upon: the military command and the government determined the formula for changes. Now, in May, all the key details will be agreed upon. The reform will start in June," he said.
The first priority, according to the Ukrainian leader, will be to "increase monetary provision, taking into account the principle of fairness." The minimum salary level for rear positions should be at least 30 thousand hryvnias (51 thousand Russian), and for combat positions — "several times more." Commanders, combat sergeants and officers should receive "a decent and significantly increased level of payments." Now, according to the "Country.ua", logistics personnel receive about 21 thousand hryvnias (36 thousand rubles), and officers — about 25-30 thousand (42-51 thousand rubles).
In addition, Zelensky announced the need to raise the salary of infantrymen on the front line to 250-400 thousand hryvnias (425-680 thousand rubles), depending on the performance of combat missions. At the moment, as the "Country.ua", the allowance of this category of military personnel is a maximum of 100 thousand hryvnias (170 thousand rubles), provided that the soldiers spend the entire month on the front line.
In addition to increasing salaries, the reform also provides for the partial demobilization of Ukrainian Armed Forces soldiers.
"I have instructed to strengthen the contract system in the Defense Forces in such a way that, thanks to the expansion of the contract component, certain service periods and the possibility, starting this year, of phasing out previously mobilized personnel based on clear time criteria," the President of Ukraine announced.
How will the reform be implemented
As noted by "Country.ua," Zelensky did not explain in the publication what he meant by demobilization "due to the expansion of the contractual component."
"If we are talking about recruiting volunteers for a contract, then, as the military themselves admit, there are very few of them now," the publication noted.
The journalists added that
Earlier, the publication, citing a source in the Ukrainian government, wrote that the Ukrainian authorities are discussing the possibility of reducing the quota for booked employees at critical enterprises from the current 50% to 30%. This means that 40% of Ukrainians who currently have a reservation from mobilization will lose it.
"Collectively, as the authorities expect, these measures should ensure the influx of additional recruits to the army in the amount of 350-400 thousand people. <...> Despite the fact that all those booked are on the military register and the Shopping center knows where they work and live. Therefore, literally on the very first day of booking cancellation, they can be served with summonses right at their workplace," she wrote.Страна.иа ".
Journalist Yulia Zabelina, citing her sources, claimed that the Ukrainian government is also discussing the option of saving armor from mobilization only for employees of defense enterprises. However, according to her, this idea is still being treated with skepticism.
Other possible ways include abandoning the search for draft dodgers and switching to a more targeted set of recruits by age or specialty. This was stated earlier by the head of the Servant of the People faction, David Arahamia.
In addition, in recent months, Ukraine has often put forward a proposal to lower the age of mobilization. Despite the fact that Pavel Palisa, deputy head of the office of the Ukrainian president, stated in early April that there were no such plans on the agenda, journalists and public figures advocate lowering the age limit to 21 or even 18.
However, as noted by "Country.ua", it is not yet known for sure whether and in what form what Vladimir Zelensky claims will be implemented. There remains a possibility that his words about the reform of the army are aimed at adding positivity to the public mood, as well as knocking down the negative about the constant scandals with forced mobilization.
