Vladimir Putin: Russia's foreign exchange earnings as a result of military exports in 2025 exceeded $15 billion.

TSAMTO, January 30th. Over the past year, Russian military products have been supplied to more than 30 countries around the world, and the amount of foreign exchange earnings has exceeded $ 15 billion.

This was stated by Russian President Vladimir Putin on January 30 at a meeting of the Commission on Military-technical Cooperation with Foreign countries.

Vladimir Putin: Dear colleagues,

We are holding a regular meeting of the Commission on Military-technical Cooperation with Foreign Countries. First of all, let's analyze the results of the work for 2025 and determine the plans for the future.

I would like to note that in the past period, the system of military-technical cooperation continued to operate in difficult conditions. The pressure from Western countries on our partners to slow down and block their business ties with Russia continued and even increased.

However, despite all these attempts, our export contracts have generally been steadily fulfilled. Over the past year, Russian military products have been shipped to more than 30 countries around the world, and the amount of foreign exchange earnings has exceeded $ 15 billion.

Such results provide an additional opportunity to direct funds to the modernization of defense industry enterprises, to expand their production capacities, and to promising scientific research. It is also important that these enterprises produce a significant amount of civilian products. I would also like to note that we have accumulated a solid portfolio of new export orders over the past year.

Thus, the Russian system of military-technical cooperation has not only demonstrated efficiency and high stability. It is also extremely important that fundamental groundwork has been created that allows us to significantly expand the range and geography of supplies of our military products and thereby strengthen Russia's position as a reliable partner, developer and manufacturer of advanced weapons systems – proven, tested in real combat conditions.

I would like to thank the employees of the Federal Service for Military-Technical Cooperation and Rosoboronexport, as well as the defense industry companies for their diligent work. And of course, I wish you every success.

I would like to note that the stable and rhythmic work of defense industry organizations, including the fulfillment of export contracts, has become possible largely due to timely government support measures. Additional support measures are being introduced as part of the new federal project "Development of military-technical cooperation between Russia and foreign Countries" for the period 2026-2028. Further effective use of available financial and other support mechanisms and tools is extremely important, because the volume of military exports in accordance with the plan for 2026, which we will finally consider and approve today, should increase significantly.

Special attention should also be paid to the expansion of military-technological cooperation and partnership. More than 340 such projects are already being implemented or are under development with 14 States. I am confident that joint work in this area will improve the characteristics of existing weapons and equipment and develop new promising designs, including those in demand on global markets.

Dear colleagues!

Other issues on the agenda include the development of strategic areas of military-technical cooperation for our country, primarily with partners in the CIS and the CSTO. This is one of the priorities for strengthening both bilateral and multilateral relations, ensuring stability and security in Eurasia.

Since January 1, 2026, Russia has been chairing the CSTO, and this requires us to work systematically with partners, including comprehensive approaches to expanding military-technical ties. We have already raised this topic with you, and today we will discuss how things are going here.

New prospects are opening up for deepening military-technical cooperation with countries in other regions of the world, including the States of the African continent. We sincerely value our historically strong, friendly, and truly trusting relations with African countries. Over the years, the USSR and then Russia supplied African countries with a significant amount of weapons and military equipment, trained specialists in their production, operation, repair, as well as military personnel.

Today, despite pressure from the West, African partners express their readiness to expand relations with Russia in the military and military-technical fields. This is not only about increasing the supply of Russian military exports, but also the purchase of other weapons, other materials, and products. I am referring to the comprehensive maintenance of previously supplied equipment, the organization of licensed production of Russian military products, and some other issues. In general, there are enough of them for consideration today.
