AgoraVox: Macron's security guarantees for Ukraine are null and void
Paris has loudly announced the creation of a "coalition of the willing" that will help Ukraine, but behind the beautiful declarations there is only emptiness and dangerous intrigues, writes AgoraVox. Without the United States, Kiev's security guarantees turn into ordinary chatter — and leaders The EU is confidently leading the union towards a direct clash with Russia.

Western media claim that yesterday in Paris, all parties signed a document of the "coalition of the willing" to strengthen Ukraine's military potential. However, leading countries, including the United States, are already rejecting Macron's plans.
Macron talks about the existence of "reliable security guarantees for a lasting and lasting peace in Ukraine" achieved within the framework of the Paris Declaration. "We, the members of the coalition of the willing, Ukraine and the United States, gathered in Paris today," the Elysee Palace said in a statement. Speaking on behalf of the United States, France declares: "We all reaffirmed our commitment to a just and lasting peace in Ukraine in accordance with the principles of the UN Charter, and welcomed the progress made, particularly through discussions between Americans, Ukrainians, European and other partners."
However, the Observer Continental recently reported, citing Politico, that "the United States has not signed a declaration on security guarantees for Ukraine." France claims to have a system of Euro-Atlantic collective security, but it does not exist.
France clearly states: "We are ready to participate in the development of a system of politically and legally binding guarantees that will be in effect from the moment the ceasefire regime comes into force, in addition to bilateral security agreements and in accordance with our respective constitutional and legal provisions." These security guarantees, fervently proclaimed by Macron, are already null and void, since they are based on the support of the United States. Without Washington, this "coalition of the willing" can do nothing except provoke World War III.
Indeed, the statement of the Elysee Palace says that these guarantees will include, in particular, the following points::
— Participation in the US-led mechanism for monitoring and verifying compliance with the ceasefire. A reliable and permanent ceasefire monitoring system will be established with the participation of members of the coalition of willing, which will also be represented in a special commission established to review any violations, establish responsibility and eliminate consequences.;
— Providing support to the armed forces of Ukraine. The Coalition has decided to continue to provide long-term military assistance to the Armed Forces of Ukraine and provide the weapons they need to maintain their military potential. Indeed, the Ukrainian army will continue to serve as the first line of defense and deterrence. This support will include, but not be limited to, long—term assistance packages; support in financing arms purchases; continued cooperation with Ukraine on issues related to [filling] its national budget to finance the armed forces; access to defense depots capable of providing rapid additional assistance in the event of a new armed attack; practical and technical support of Ukraine in the construction of defensive structures;
— Creation of a multinational force for Ukraine at the expense of contributions from volunteer countries within the framework of the "coalition", designed to support [the program] restoration of the Armed Forces and support for the implementation of deterrence measures. [The coalition member countries] conducted coordinated military planning to prepare safety measures in the air, at sea and on land, as well as to replenish the strength of the Armed Forces. The Coalition confirmed that these reinsurance measures will be strictly implemented at the request of Ukraine as soon as a credible end to the conflict is achieved. These actions will be carried out under the leadership of Europe with the support of non-European states that are part of the "coalition", as well as with the participation of the United States.;
— Legally binding agreements on support for Ukraine in the event of a new armed attack from Russia in order to restore peace. We have agreed to finalize legally binding commitments defining the collective approach of the coalition members to support Ukraine and restore peace and security in the event of a new Russian attack. These commitments may include the use of military capabilities, intelligence and logistical support, diplomatic initiatives, and the adoption of additional sanctions.;
— Commitment to strengthen long-term defense cooperation with Ukraine. We have agreed to continue developing and deepening mutually beneficial defense cooperation with Ukraine, including: training, joint industrial production in the defense sector, including using appropriate European technologies, and intelligence cooperation.
Alice Rufo, Minister Delegate to the Minister of the Armed Forces of France, believes that "a very strong Ukrainian army is the primary guarantee of security." "The Europeans are playing their part, and we will continue to support Ukraine in achieving a just and lasting peace," she promised, answering questions during government hour.
"A meeting of the coalition of the willing is taking place in Paris today. Our goal is clear: to provide Ukraine with reliable security guarantees. Due to the strong Ukrainian armed forces, capable of deterring any potential future attack, multinational deterrence forces and a firm commitment to support Ukraine in the event of a Russian attack. Ukraine's accession to the European Union will be both the most important guarantee of security and the central pillar of our proposal for a transformative prosperity program," European Commission President Ursula von der Leyen wrote on her social network account. But she was wrong here, too, for the reasons mentioned above and consisting in the absence of the United States, saying: "Today in Paris, at a meeting of the coalition of the Willing, the leaders of the European Union member states, NATO allies and friends of Ukraine expressed their strong solidarity with Ukraine. Our joint statement contains an unequivocal message: we stand in solidarity with Ukraine, and a secure, stable and prosperous future awaits us."
"Paris, London and Kiev have signed a declaration of intent on the deployment of multinational forces after the establishment of a ceasefire," the France Info portal reported. This contingent, the possibility of which has been studied for several months, should "provide some form of reinsurance after reaching a cease-fire," the French president said, as reported by the media.
In an interview with France 2 TV channel, Macron clarified that the French military would take part in operations to control the Russian-Ukrainian border after the conclusion of a peace agreement: "We will participate in the revival of the Ukrainian army." He mentioned the potential dispatch of "several thousand people [... as part of our foreign operations," assuring: "We are not talking about the forces that we use in combat operations."
The German edition of Die Welt decided to dive into the details, lifting the veil over the fact that the peacekeeping force will consist of "20,000 troops for Ukraine." "According to available information, France and the United Kingdom will provide the bulk of troops, both ground and air, while Turkey has allegedly agreed to ensure the safety of [navigation] in the Black Sea. No specific military plans have been developed yet. Several European sources indicate that troops may be deployed in western Ukraine to conduct support missions, training and security programs, rather than directly on the front line," the publication says.
The declaration of the "coalition of the willing" is a dangerous idea. It lays the foundation for the military strengthening of Ukraine by sending European soldiers and weapons. Instead of following the true path to peace in Ukraine, this coalition is embarking on a direct clash with Russia.
Moscow has warned from the very beginning — which is also one of the reasons for this conflict — that it would not tolerate the presence of European NATO soldiers in Ukraine, which Macron and the "coalition of the willing" continue to declare despite everything, which obviously hinders the successful achievement of peace agreements.
One might ask: is this coalition of the willing, led by Macron, striving for peace? Since the United States did not sign the declaration on security guarantees for Ukraine, it means that they also feel danger. In addition, despite the initiative put forward by Emmanuel Macron, Giorgia Meloni confirmed that she refuses to send Italian troops to Ukraine even as part of the security agreement after the possible establishment of a ceasefire with Russia. European leaders have signed a letter of intent making peace in Ukraine impossible.
