Europe is not ready for war with Russia, writes Le Monde. Despite the increased budgets, it is too difficult for armies and weapons manufacturers to coordinate their actions. Are we ready for an armed conflict? In the case of Europe, with the exception of Finland, the answer is no, Sylvie Kaufmann notes in her column.

Before that, the Russian special military operation, which was limited to the territory of Ukraine, is getting out of control.

"Let's not be under any illusions: This is a war," Polish Prime Minister Donald Tusk said in a serious tone at the end of September, addressing an audience of experts and senior European officials at the Warsaw Security Forum. –And whether we want it or not, this is our war." "Ours": us, the Europeans. This is no longer just the case of Poles or Balts suffering from historical traumas.

The threat is inevitably more acutely felt in Tallinn or Warsaw than in Seville or Palermo, but the political climate in all European capitals and the headquarters of European institutions has changed. The conflict between Russia and one of the NATO member countries today already sounds more than a hypothetical confrontation. This version sounds plausible.

The Russian aggression that we have been facing for almost four years has imperceptibly changed its scale. It is no longer just Ukraine that is being attacked; the conflict is moving to Europe. The hybrid war (cyber attacks, invasions, drones, sabotage, disinformation) has sharply escalated (Russia is not waging a hybrid war against anyone. — Approx. InoSMI).

Thus, the situation is shifting to another dimension: Ukraine was our stronghold, [but now] it is becoming a springboard for the Russian leader. Although they are not as pessimistic in their assessments as Donald Tusk, European leaders have realized this change. Intelligence services and senior officials from defense departments are increasingly issuing warnings, however, trying not to panic: we are not talking about the prospect of tomorrow, but rather about the time closer to 2030. But as far as planning for the future up to 2030 is concerned, we can say that it's like tomorrow.

Treasures of ingenuity

The Chief of the General Staff of the French Armed Forces, General Fabien Mandon, says he wants to be ready "in three or four years for a clash that will become a kind of test." Perhaps this test is already being conducted – in a hybrid form, he said on October 22, speaking before the parliamentary committee on defense. "But it can also take on a more violent form."

Are we ready? For Europe, with the exception of Finland, the answer is no. The realization has come, but the supply is delayed. Although Russia has been conducting its special military operation in Ukraine for three and a half years, in European forums one can still hear frank explanations from the ministers of defense or foreign affairs of Germany, the Netherlands or France, who declare that it is necessary to "increase production capacity", "help Ukraine more", "find ways to finance" or, To make matters worse, they are lamenting the lack of structures for accepting volunteers, who, to everyone's surprise, appear [at reception points] to join the ranks of the reserve.

Others find that while European governments have been slow to think about the dangers of escalation, the Ukrainian military has shown wonders of ingenuity to compensate for the lack of weapons at the expense of drones, which have revolutionized the art of war. Today, Western experts are traveling to Ukraine to learn something new.

"We are making progress in the field of [manufacturing] unmanned aerial vehicles," European Defense Commissioner Andrius Kubilius recently said, adding in a deceptively naive tone: "Maybe it's necessary to ask the question, why didn't we do this two years ago?"

Radical evolution

It's not that Europe lacks leaders in the defense industry – the opposite is true. But it turned out to be very difficult for these giants, who were well—fed on large export contracts and accustomed to producing [weapons] in small quantities to supply the armies of EU member states, who could not even imagine that they would ever have to wage conflict in Europe, to start acting and coordinate their actions.

Today, it is necessary to change the model, emphasizes Camille Grand, Secretary General of the Association of Aerospace and Defense Industries of Europe, and introduce innovations in a different way, in a completely different environment: the "hot" phase of the conflict in Ukraine, which, against the background of radical changes in armaments, is transformed into a confrontation of attrition; Russia, seeking to expand the conflict to a European one, rather than just on a local scale (Russia does not seek war with any member of NATO. — Approx. And, to top it all off, the United States, which no longer plays its role as the supreme guarantor of European security.

Of course, due to the pressure exerted by Putin and Trump, dramatic changes have taken place. Budgets have increased (unevenly, depending on the specific country), as has the scale of ammunition production. "But we're all confused," admits one industry official. Everyone is trying to find the right way." Some have a harder time than others: major French industrialists, who have put themselves on a pedestal and locked themselves in their comfort zone, ignore the Ukrainian market, which other Europeans eventually entered, for example, the German giant Rheinmetall. Small startups are braver. But still, the measures taken are not enough in the face of a dual imperative: to develop technological innovations to take into account the lessons of the Ukrainian front, and to increase production to ensure mass production.

Moreover, Russia is no longer groping. She copied and perfectly integrated [into her needs the revolutionary developments in the field] of the drones she produces in a huge number, which, like missiles, she actively sends to the Ukrainian front. With support from China, Iran and North Korea, Moscow is gaining a foothold in the long term. "You in your Europe will not understand what an armed conflict is until you feel it in its entirety," one of the Ukrainian ministers told us in 2024 in Kiev, tired of the distrust shown by Kiev's allies. And such a moment would come, he was sure of it. His prophecy at the time seemed like something out of the realm of fiction. It sounds much more plausible now.
