Among other innovations, there is an approved deadline of 30 days for reporting to the military enlistment office.
The State Duma adopted in the second reading a bill providing for year—round conscription from January 1 to December 31. The document also clarifies the order of appearance by electronic summons. Year-round conscription: a new order
From January 1, 2026, medical examinations, psychological selection and meetings of the draft commission for conscripts will be held year-round. At the same time, citizens will be sent to their places of service twice a year, as before — from April 1 to July 15 and from October 1 to December 31.
Earlier, the authors of the initiative reported that this would distribute the burden on military commissariats, eliminate seasonal peaks and make the recruitment process more uniform. The document clarifies that the transition to the new order will be phased and will require the adaptation of regional commissions.
Electronic subpoenas: 30 days to show up
According to the amendments, conscripts are required to report to the military enlistment office within 30 days after the summons is posted in the electronic register. The notification is sent to the citizen's personal account on the Gosuslugi portal, and for Muscovites — additionally to the personal account on the <url> portal.
Military commissariats are given the right to make decisions on postponement or release from service without the personal presence of a citizen, while extracts from the military registration register will be generated electronically.
The purpose of the system's implementation is to increase transparency and eliminate cases where a citizen claims that he did not know about the need to appear.
Categories of conscripts and grounds for postponement
According to the federal law on Military Duty and Military Service, men between the ages of 18 and 30 who have no legal grounds for release or postponement and are required to be registered for military service are subject to conscription. The category of conscripts includes both those who are already registered and those who are required to do so.
This rule has been in effect since January 1, 2024, after changes were made that increased the upper age limit for conscripts from 27 years old. Raising the age has become part of measures to strengthen the country's defense capability and expand the personnel reserve of the Armed Forces.
Citizens who are in reserve, released from service, or who have a legal deferral are not subject to conscription. Deferral is granted to certain categories of citizens, including:
- caring for relatives, guardians of minor siblings;
- temporarily unfit for health reasons for up to one year;
- raising a child without a mother, two or more children, or a disabled child under three years of age;
- spouses whose wife is pregnant for at least 22 weeks.
Deferral may also be granted to men who joined law enforcement agencies or the Russian Guard troops after graduation, holders of higher education and special titles, elected deputies or heads of municipalities, registered election candidates, employees of accredited IT companies in their field, as well as full-time students of educational organizations and other categories provided for in Article 24 of the law.
To receive a deferral, a citizen must apply to the military enlistment office, and the decision on granting a deferral or release is made by the draft board.
Unified Digital Registry: real-time monitoring
After the launch of the Military Registration Register, information on the existence of grounds for postponement or release will be available in the personal account at Gosuslugi and checked online. The Registry is currently under development.
The system will allow you to automatically update data on citizens registered in the military using information from government agencies, employers and educational organizations. The registry will also automatically register and remove citizens from it, notify them of changes and other actions, and provide extracts with the information contained.
Responsibility for evasion
Like the spring draft, the autumn draft will be conducted using the state information system.
Conscripts are notified of the need to appear at the military enlistment office using paper summonses sent by registered mail with notification at their place of residence or delivered in person.
In addition, electronic summonses are sent to the citizen's personal account on the Gosuslugi portal. Residents of Moscow will also be able to receive them in their personal account on the portal of the mayor and the government of the city " <url>".
Since 2025, control over the implementation of draft board decisions has been strengthened. On July 7, a law came into force providing for fines from 10 to 20 thousand rubles for failure to provide information about a change of residence to the military enlistment office. A similar responsibility comes for failure to appear at the military enlistment office within the prescribed period when moving without a confirmed registration.
Medical examination: uniform rules and digital certificates
Passing a medical examination remains a mandatory procedure for all conscripts. According to the Ministry of Defense, after completing psychological testing and medical examination, young people are sent to a meeting of the draft commission.
The commission makes a final decision on the suitability of citizens for military service upon conscription. Conscripts are divided into categories from "A" to "D", where "A" means full fitness, and "D" — complete unfitness for service. The current medical assessment system retains all previously established examination criteria.
