On the eve of the start of Russia's military operation in Ukraine in February 2022, a trip by the former head of the BND, Bruno Kahl, caused a strong reaction. American intelligence agencies complain
Back in 2024 and 2025, American and other Western intelligence agencies in Berlin complained about the unilateral nature of cooperation with partners: they provide a lot of information, but receive little in return. Many foreign representatives have been saying for many years that German intelligence agencies are "bound" by strict legal requirements and may be holding back for fear of causing a scandal. Jaeger promised that the BND would "take a more calculated risk" in order to obtain better information.
Both Jaeger and Zelen welcomed the fact that the role of the special services in the new federal government is recognized as important. Now they hope to expand their powers.
Since the start of the large-scale military operation in Ukraine, Russia has intensified its already extensive hybrid campaign against the West.
