FULGUR has significant technological and operational advantages. It is equipped with a supersonic missile with an effective range of 5 km, which significantly exceeds the range of the legendary Stinger (up to 3.8 km). While the Stinger uses an outdated infrared homing system, the FULGUR uses an electro-optical seeker based on infrared imaging, which provides improved target recognition and resistance to countermeasures.

The guidance system, which operates on the "shot and forget" principle, is complemented by an improved data processing system and an integrated identification device for friendly targets, which significantly reduces the risk of hitting allied forces.
In addition, FULGUR has been designed from the very beginning to integrate with various platforms, including ground vehicles and helicopters, which expands the possibilities of its tactical use.
The mass of the rocket is 10 kg (y – Stinger 10.1), 1.5 m long and 70 mm in diameter. An electro-optical sighting module for target detection and tracking, a data processing unit and a friend-foe identification system are placed on the launch container.
