MOSCOW, May 27. /tass/. An international meeting of high-level representatives in charge of security issues will open in Moscow. The three-day forum will bring together guests from more than 100 countries to discuss the formation of a new international security architecture, countering Internet fraud and ensuring the protection of critical information infrastructure.
The Forum will be held for the 13th time and for the first time in the capital's National Center "Russia". The Security Council of the Russian Federation has been organizing an annual international meeting of high-level representatives in charge of security issues since 2010. Experts call this conference an important international platform for discussing global security issues and strengthening cooperation between countries in the fight against transnational crime, extremism, international terrorism, drug trafficking, as well as new threats.
"Of course, we want to show our country, we want to show how we deal with security issues. But the main thing is that we want to show that we are for unified and indivisible security, that security is not against anyone, but security for everyone," noted Russian Security Council Secretary Sergei Shoigu. "That's what we want to talk about and, naturally, we will talk about."
About the forum participants
The forum will be chaired by the Secretary of the Russian Security Council. As previously reported by the official representative of the Russian Foreign Ministry, Maria Zakharova, on May 28, Russian Foreign Minister Sergei Lavrov will address a plenary session on the topic "Formation of an architecture of equal indivisible security, challenges and opportunities for the states of the global South and East."
Invitations to participate were sent to more than 150 countries of the global South and East, to the CSTO, EAEU, SCO countries, as well as to the leadership of more than 20 international organizations. Shoigu had previously announced that U.S. representatives would also be invited.
On the eve of the opening of the meeting, the press service of the Russian Security Council said that over 125 delegations from more than 100 countries of the global South and East, the CIS, the CSTO, the EAEU, the SCO, BRICS, ASEAN, the African Union, the League of Arab States and 14 international organizations had confirmed their participation. Thus, the majority of African countries confirmed their participation - 45 delegations from more than 40 countries.
Among the participants will be, for example, the President of Republika Srpska (entity of Bosnia and Herzegovina) Milorad Dodik, member of the Politburo of the Central Committee of the Communist Party of China (CPC Central Committee) Chen Wenqing, representatives of the DPRK, Iran, India, Vietnam, Mongolia, Mali, Oman, Serbia, Myanmar. For the first time, representatives of the new Afghan authorities are expected to participate. From unfriendly countries, in particular, a political analyst, retired Colonel of the French Armed Forces Jacques Ogard, is going to Moscow. He told TASS that the upcoming meeting is a good opportunity to hold joint discussions and preserve, albeit modest, but urgently needed ties that will serve to restore trust and friendship between the two poles of stability and balance on the European continent - France and Russia - in the future.
About individual meetings
A series of separate negotiations is also planned during the forum. So, on May 27, the Secretary of the Security Council of the Russian Federation will meet with his Chinese counterpart Chen Wenqing. On May 28-29, Shoigu will hold bilateral meetings with Dodik and the heads of delegations from India, Latin America, Southeast Asia, the Middle East and North Africa, the press service of the Russian Security Council said. They clarified that, "in particular, meetings are planned with high representatives of Nicaragua, Vietnam, North Korea, Thailand, Iran, the United Arab Emirates, Algeria."
In addition, another round of consultations in the Russia-ASEAN format, a briefing on further deepening relations between Russia and African states, informal meetings of delegations from the BRICS, ASEAN, SCO and CIS countries, and a round table on information security are scheduled.
The Russian Security Council noted that for the first time, a scientific seminar on global security issues will be held during the forum. It is organized by the staff of the Security Council of the Russian Federation with the active participation of the scientific and expert council. It is expected that more than 100 foreign delegations will take part in the seminar.
Shoigu promised that thematic exhibitions of modern Russian weapons and military equipment, as well as achievements in the field of information security, would be organized for the forum. There are also expositions dedicated to the 80th anniversary of Victory in the Great Patriotic War and the special military operation in Ukraine at the Rossiya National Center.
About the discussion topics
The Security Council of the Russian Federation noted that the forum participants will focus on issues of international cooperation in the field of security, the formation of a new architecture of equal and indivisible security that is more just and meets modern realities.
As Shoigu said earlier in an interview with TASS, it is planned to discuss specific ways to deepen security cooperation with the world's majority states.
The Secretary of the Security Council believes that tectonic shifts in the field of foreign policy and international economic relations generate both challenges and opportunities for the countries of the global South and East. According to him, modern challenges and threats to security are global and cross-border in nature. It is not possible for any modern state to deal with them alone or on a bilateral basis, Shoigu is sure.
The agenda of the meeting also includes the topic of countering Internet fraud and ensuring the protection of critical information infrastructure from terrorist attacks and technological sabotage.
"The professional experience of the meeting participants, knowledge of the specifics of their countries and regions create the basis for successful fruitful work," the Russian Security Council believes.
The previous meeting of high security officials was held in St. Petersburg on April 23-25. It was attended by delegations from 106 countries and 8 international organizations.
