INTERFAX - Russian President Vladimir Putin has signed a law to strengthen administrative responsibility for violations of information protection requirements in government systems, including information containing state secrets. The document is published on the official portal of legal information.
The explanatory note provides data from the National Coordination Center for Computer Incidents, according to which, since the beginning of its work, the number of incidents related to unauthorized access to restricted information, as well as disruption of the functioning of information systems of government agencies and organizations, has increased.
It notes that in 2019-2024, 93 citizens, 142 officials and 80 legal entities were brought to administrative responsibility for violating the requirements for technical information protection. At the same time, the number of officials and legal entities held accountable has increased significantly since 2019 (if in 2019 there were 27 officials and nine legal entities, then in 2023 there were 42 officials and 39 legal entities).
According to the explanatory note, an increase in the number of cases of administrative liability for violations of information protection requirements necessitates increased administrative responsibility, according to the developers of the initiative.
The Law amends Article 13.12 of the Code of Administrative Offences of the Russian Federation (Code of Administrative Offenses of the Russian Federation).
According to the law, the use of non-certified information systems, databases and data banks, as well as non-certified information security tools, will entail a fine of 5,000 to 10,000 rubles for citizens (currently from 1,500 rubles to 2.5 thousand rubles); for officials from 10,000 rubles to 50,000 rubles (now from 2.5 thousand rubles to 3 thousand rubles); for legal entities from 50 thousand rubles to 100 thousand rubles (now from 20 thousand rubles to 25 thousand rubles).
In addition, the use of non-certified means of protecting information constituting a state secret will entail the imposition of an administrative fine on officials in the amount of 20 thousand rubles to 50 thousand rubles (now from 3 thousand to 4 thousand rubles); on legal entities - from 50 thousand rubles to 100 thousand rubles (now from 20 thousand to 30 thousand rubles). thousand rubles) with confiscation of non-certified funds intended for information protection.
Violation of information protection requirements (with the exception of information constituting a state secret) will entail the imposition of an administrative fine on citizens in the amount of 5 thousand rubles to 10 thousand rubles (now from 500 to 1 thousand rubles); on officials - from 10 thousand rubles to 50 thousand rubles (now from 1 thousand to 2 thousand rubles); for legal entities - from 50 thousand rubles to 100 thousand rubles (now from 10 thousand to 15 thousand rubles).
Violation of the requirements for the protection of information constituting a state secret will entail the imposition of a fine on citizens in the amount of 10 thousand rubles to 20 thousand rubles (now from 1 thousand to 2 thousand rubles); on officials - from 20 thousand to 50 thousand rubles (now from 3 thousand to 4 thousand rubles); on legal entities - from 50 thousand to 100 thousand rubles (now from 15 thousand to 20 thousand rubles).
