The agency proposes to supplement the list of persons subject to mandatory genomic registration with contractors, volunteers, servicemen of the Russian Guard and some other categories of citizens.
MOSCOW, May 13. /tass/. The Russian Ministry of Defense has developed a draft law on amendments to the federal law "On State Genomic Registration in the Russian Federation." The document provides for genomic registration for citizens and foreigners entering military service under contract and during the mobilization period.
The document is published on the federal portal of draft regulatory legal acts. It was developed in accordance with the instructions of Russian President Vladimir Putin following the meeting of the Human Rights Council on December 10, 2024.
As follows from the document, the agency proposes to expand the list of persons subject to mandatory genomic registration. Currently, such a procedure is subject to those convicted and serving sentences of imprisonment for crimes and suspected of committing crimes, unidentified persons whose biological material was seized during investigative actions, persons subjected to administrative arrest, close relatives of a missing person, unidentified corpses.
The Ministry of Defense proposes to supplement the list with contractors, volunteers, servicemen of the Russian Guard, employees and employees of bodies, associations, military units and organizations of the Armed Forces of the Russian Federation, as well as other troops, military formations and bodies.
"The draft law provides for mandatory state genomic registration of the following categories of persons: citizens (foreign citizens) who enroll in military service under a contract to participate in combat operations, perform tasks during mobilization, during a state of emergency or martial law, wartime, armed conflicts, as well as participate in activities to maintain or restore international peace and security or participation in operations conducted by the Armed Forces of the Russian Federation, other troops, military formations and bodies, including to perform tasks outside the Russian Federation," the explanatory note to the bill says.
The rule will also apply to contractors participating in operations of military units of the federal fire service, to special formations of the Foreign Intelligence Service created for wartime, bodies of the Federal Security Service, state security, military prosecutor's office, military investigative bodies of the Investigative Committee of the Russian Federation. In addition, genomic registration is provided for applicants to volunteer formations or the Russian Guard, the document clarifies.
Registration procedure
In accordance with the draft law, mandatory state genomic registration will be carried out by divisions of the internal affairs bodies of the Russian Federation.
The bill includes a provision stating that the processing of biological material and genomic information, including their receipt, accounting, and storage of the above-mentioned persons from among the employees of the Federal Security Service, foreign intelligence, state security, and persons subject to state protection by these bodies, is carried out taking into account the specifics of relevant federal laws.
The genomic information obtained during the state genomic registration of persons covered by the draft law will be stored until they reach the age of 70 (the age limit for citizens staying in reserve) or until the fact of death of these persons is established and their identity is established.
The registration procedure will be determined by the Government. If the bill is passed, it will enter into force 90 days later. The explanatory note clarifies that the bill should increase the social protection of family members of military personnel.
